Revenue and public debt, year by year

Press play to step through the years. Choose government revenue (total revenue and grants, 2018 to 2026, split into tax revenue, other revenue and grants) or public debt (year-end stock, 2016 to 2025, split into external and domestic). Amounts are nominal cedis, not adjusted for inflation or the exchange rate. Later reports restate earlier years, so every figure comes from the report named beside it.

Top 10 lists

Lists built from the 2026 composite budgets of the assemblies whose documents pass all three arithmetic checks (revenue equals spending, spending types add up, programmes add up). Amounts are budgeted, in GH¢ million. Assemblies whose figures are still being checked are not ranked.

Total-budget change between years is held back. Across the 138 assemblies that pass in both years, the median 2026 total is 2.7 times the 2025 total. The jump is concentrated in two lines: the Common Fund line (median 7 times) and capital spending (median 6 times). Own revenue (+19 percent), government transfers (+25 percent) and staff pay (+18 percent) move like ordinary budgets. Until the Common Fund difference is explained, the lists compare assemblies within one year, and the own-revenue list is the safest to read.

How we publish

How to cite this page
PollsAfrica, Ghana public finance data, pollsafrica.com/data/ghana-public-finance. Original source: the Ministry of Finance document named beside each figure.
What the figures are
Amounts are taken from official documents and published as printed, in nominal currency. "Budgeted" means planned, not spent. We say "spent" only where we hold actual outturn figures. We rank by the number shown and use no best or worst language.
How we check them
Each assembly budget must balance: revenue equals spending, spending by type adds up, and programmes add up. Central government figures are checked against the totals the Ministry prints. A figure that fails a check is not shown. Where a source contradicts itself, we say so beside the figure.
Sources and reuse
Every figure names its source institution and document. We publish figures and link to the original, and we do not host copies of the source PDFs.
