How we publish

How to cite this page
PollsAfrica, Kenya public finance data, pollsafrica.com/data/kenya-public-finance. Original source: the Controller of Budget or National Treasury document named beside each figure.
What the figures are
Amounts are published as printed, in nominal shillings. "Approved" and "budget" mean planned amounts. "Actual" means spending recorded in the Controller of Budget's county report. We rank by the number shown and use no best or worst language.
How we check them
Each county table must add up: recurrent plus development equals the total, and the county rows add up to the printed national total. A figure that fails a check is not shown. Where two government documents disagree, we say so beside the figure or leave it out.
Gaps we know about
Years before 2016/17 are not yet shown for counties. National figures for 2016/17 and the June 2022 debt figure are held out because the documents disagree. VAT and income tax are held out because two documents print them in opposite columns. Pending bills and equitable share are shown only where checked.
Sources and reuse
Every figure names its source document. We publish figures and link to the original, and we do not host copies of the source PDFs.
