How to use it

  1. Start with indicators, not questions. List what the programme expects to change and how you will measure it. Every question should serve an indicator. If it does not, remove it.
  2. Define the population and the unit. Write down who the programme serves and what you are counting: individuals, households or groups. This decides your sample frame.
  3. Plan the endline now. Use the same wording, the same recall periods and the same sampling approach at endline, or you cannot compare. Keep the questionnaire version number on every form.
  4. Consider a comparison group. If you want to attribute change to the programme, you need a comparison group. If you cannot have one, say so and describe the results as change over time.
  5. Report honestly. Give the sample size, the method, the dates and the margin of error next to every figure, and describe any group you could not reach.

Frequently asked questions

What is the difference between a baseline and a household survey?

A baseline is built around a programme's indicators and is repeated at endline to measure change. A household survey is a general picture of living conditions.

Can I use the knowledge, attitudes and practice items for any topic?

Yes. Replace the topic placeholders with your programme topic and keep the structure, so the questions stay clear and comparable.

How large should the baseline sample be?

Large enough to detect the change you expect. The guide explains how to think about it, and our sample size calculator gives a starting number.

What is already filled in for Niger?

The country name, the local currency (West African CFA franc), the main interview languages, the list of regions, the main mobile money services and the data protection law we found. Everything else, such as your company and product, is left in square brackets for you.

Which data protection law applies in Niger?

We found Law n°2022-59 of December 16, 2022 relating to the protection of personal data (2022), overseen by High Authority for the Protection of Personal Data. Check it against your own study and, for sensitive topics, get the consent script reviewed by a local professional.

Does it cover ethics approval?

It includes a consent script and notes on child protection and confidentiality. Many programmes also need approval from an ethics committee, which you must arrange yourself.

Is it free?

Yes. Leave your name and email and we send you the file.
