Investing in Morocco: Africa's car factory and Europe's next door supplier, the openings and the catches

Morocco builds a million cars a year, runs Africa's busiest port at Tanger Med, and saw foreign investment nearly double in 2025. Inflation is close to zero and interest rates are among the lowest in Africa. The catch is high youth unemployment, a home market of under 40 million people, and water. Here is what the data says, where the openings are, and what to check before you commit.

This guide is for companies setting up or expanding in Morocco. For the wider economy see Morocco's economy in figures.

Question 1

Is now a good time to invest in Morocco?

For investors who want a stable base close to Europe, yes. Inflation is near zero, the central bank has held its rate at 2.25% for six meetings, the dirham barely moves, and a new government took office in October 2026 with the 2030 World Cup as its main project. Foreign investment nearly doubled in 2025. The questions are about the market rather than the macro: growth outside farming slowed to 1.5% in the second quarter of 2026, unemployment rose to 10.5% in the third quarter, and a drought can take a point or more off growth in a bad year.

Off the grey list. The FATF removed Morocco from its list of countries under increased monitoring, which eases due diligence for banks and investors.

New Investment Charter. The decrees for the 2022 Investment Charter came into force, offering grants of up to 30% of eligible investment.

Gigafactory deal. The government signed with China's Gotion High-Tech for Africa's first electric vehicle battery gigafactory, at Kenitra, in a plan worth about $6.5 billion.

A million cars and a tourism record. Morocco made a million vehicles and welcomed a record 19.8 million tourists.

Western Sahara vote. The UN Security Council backed Morocco's autonomy plan as the basis for talks on Western Sahara, strengthening its position on the territory.

Green hydrogen land. Five investor groups signed land agreements for green hydrogen projects worth about $35 billion in the south.

Election. The Authenticity and Modernity Party (PAM) won the most seats, and Fatima Ezzahra El Mansouri became the first woman to lead a Moroccan government. Her cabinet was appointed on 16 October.

Gotion's first line. Gotion said its first battery cell line at Kenitra would start in October, with a second a month later. Compare inflation across Africa.

Question 2

Who are the customers and the workers?

An urban, connected, middle-income market. About six in ten Moroccans live in towns and cities, nine in ten use the internet, and everyone has electricity, but fewer than half of adults have a bank account. The population is ageing faster than most of Africa's. Two-thirds are of working age, yet only about 12.6 million people are in the labour force, women's participation is low, and more than a quarter of young people who want work cannot find it.

Graduates and skills

Gross tertiary enrolment is about 48%, among the highest in Africa, and engineering schools turn out graduates for the car, aerospace and software industries. Many people speak French as well as Arabic, and English and Spanish are spreading fast among the young. See education in Morocco.

Factory wages are low by European standards but higher than in Egypt or Tunisia. A national minimum wage applies; see minimum wage in Morocco.

What this means for an investor

Morocco works best as a production and service base for Europe and West Africa, with the home market as a bonus. Casablanca, Rabat, Tangier and Marrakech have modern retail, card payments and e-commerce, but rural households still spend much of their income on food and buy in cash.

The next question

Who exactly buys in your category, in which regions, and at what price?

We answer this with our own survey panel and field interviews across Morocco's regions.

Question 3

How much foreign direct investment does Morocco get?

UNCTAD counted about $3.3 billion of inflows in 2025, up 91% from 2024. It linked the rise to manufacturing, especially cars and batteries, and listed a Stellantis project of about $1.5 billion among Africa's ten largest new projects announced that year. Morocco's stock of foreign investment reached about $81 billion. The government uses a broader measure and reports a higher figure, so check which one a source is quoting.

Who is investing

France is by far the largest investor, through Renault, Stellantis, banks, insurers, retailers and telecoms. The UAE is second, in telecoms, property and tourism, and Spain is third, in cars, textiles and energy. See who invests in Africa.

China is small in the stock figures but is the fastest-growing new investor, mostly in batteries and car parts. American aerospace and British and Gulf energy companies are also active.

The next question

Which foreign operators are already active in your sector, and who has entered or left in the last two years?

We map competitors, recent entrants and exits by sector and region. That list is part of every market-entry brief.

Question 4

What incentives does Morocco offer foreign investors?

Morocco's main tools are cash grants under the Investment Charter, tax holidays in the industrial acceleration zones, and trade agreements that give duty-free access to Europe and the United States. The standard corporate tax rate is 20% for profits under MAD 100 million and 35% above that. Foreign companies can own 100% of a business in most sectors and can send profits and capital home freely.

Question 5

Is it easy to do business in Morocco, and is it safe?

Morocco is one of the easiest places in Africa to set up a factory for export, with good roads, ports, rail and power. It is politically stable, and investors are protected by a convertible currency for foreign capital. The World Bank stopped its old Doing Business ranking in 2021 and is replacing it with the Business Ready (B-READY) survey. In practice, these are the problems investors raise most, and what they do about them.

RoadblockHow seriousWhat it looks likeWhat investors do
Jobs and skillsHighUnemployment was 10.5% in Q3 2026 and about 27% among the young, while skilled technicians and engineers are in demand from the car and aerospace industries.Train your own staff, use the Investment Charter's job grants, and work with the sector training institutes.
Water and droughtHighYears of drought hit farming and growth, and water is rationed in some regions. New desalination plants are being built.Check your site's water supply early, recycle water, and favour regions served by desalination.
Western SaharaMediumMorocco controls most of the territory, but the European Court of Justice ruled in 2024 that EU trade deals cannot cover its products without its people's consent.Take legal advice on rules of origin and buyer policies before investing in the southern provinces.
Tax on large profitsMediumCompanies with profits of MAD 100 million or more pay 35%, among the highest rates in Africa.Use an industrial acceleration zone or a qualifying status, and plan the structure before you invest.
Bureaucracy and landMediumApprovals have improved through the regional investment centres, but land titles and local permits can still be slow outside the zones.Use a zone or the CRI one-stop shop, and check the land title before you sign.
SecurityLowMorocco is stable and has a strong security service. Petty crime is the main issue in big cities. Compare safety across Africa.Follow normal precautions and your embassy's advice.
The next question

Which region, city and zone suit a project like yours, and how long will land and permits take?

Regions differ more than most investors expect. We compare shortlisted options side by side for your sector.

Question 6

How to start a business in Morocco as a foreigner

Most foreign investors follow the same sequence. Registration through the regional investment centres is quick; land, grants and work permits take longer.

  1. Choose the vehicle

Most foreign investors set up a limited liability company (SARL) or a public limited company (SA). Branches are possible but less common.

  2. Register through the CRI

The Regional Investment Centre in your region handles company creation, mostly online, and is the entry point for grants and land.

  3. Open a bank account and bring in capital

Bring the money in through a Moroccan bank in foreign currency or convertible dirhams. This registers it as foreign investment, so profits and capital can be sent home freely.

  4. Register for tax and social security

Register with the tax authority (DGI) for corporate tax at 20% or 35% and VAT at 20%, and with the social security fund (CNSS).

  5. Apply for grants or zone status

Apply for Investment Charter support before you start spending, and for industrial acceleration zone status if you export.

  6. Get work permits for foreign staff

Foreign employees need a work contract approved by the Ministry of Labour. In most cases the employer must first show, through the ANAPEC agency, that no Moroccan candidate was available.

  7. Get licences and land

Building permits, environmental approvals and sector licences, and land through a zone developer or the regional authorities.

Where to base the business

Tangier and the north

Tanger Med port, Renault's plant, the car parts zones and Tanger Tech City, an hour by ferry from Spain.

Kenitra

The next question

How long does each step take in practice, what does it cost, and which steps can run at the same time?

Timelines depend on the sector and the region. We give you a realistic plan for yours.

Question 7

Best sectors to invest in Morocco

The strongest cases build on Morocco's position next to Europe, its trade agreements and its stability. These six stand out in the data.

Cars and batteries in Morocco: Africa's biggest car industry goes electric

  • $17bnof car exports in 2025, Morocco's largest exportOfficial trade data via AGBI, 2026
  • 18.6%rise in car exports, January to April 2026AGBI, Jun 2026

The opportunity

Renault builds cars in Tangier and Casablanca, and Stellantis in Kenitra, which it is expanding. Together with hundreds of suppliers making wiring, seats, engines and electronics, they have made Morocco Africa's largest car producer and a major supplier to Europe, a day's drive and a ferry ride away.

The industry is now moving into electric vehicles. Gotion's gigafactory in Kenitra was due to start its first cell line in October 2026, and Chinese companies including BTR, Hailiang, Shinzoom and CNGR are building cathode, anode, copper foil and other battery materials plants in Tangier and Jorf Lasfar. Morocco's phosphate and cobalt resources, and its trade agreements with Europe and the United States, are the draw.

What makes it work, and what can sink it

Works: a contract with a carmaker or a tier one supplier, a site in an industrial acceleration zone, and enough local content to meet the rules of origin in the EU or US agreement.

Sinks it: demand for electric cars in Europe growing more slowly than planned, changing EU and US rules on Chinese content in batteries, and competition for skilled technicians in Tangier and Kenitra.

What we hold back

Which parts can you supply, to whom, from which zone, and at what cost?

We map carmakers' and suppliers' sourcing gaps, compare sites and costs, and shortlist partners for your project. That is the core of a sector brief.

Ask for the sector brief
For Chinese investors

Chinese companies and investment in Morocco

China is still a small investor in Morocco by stock, but it is the fastest-growing one, and almost all new Chinese projects are in electric vehicle batteries and car parts. Gotion High-Tech's gigafactory at Kenitra, planned at about $6.5 billion over several phases, is the largest. BTR is investing about MAD 6 billion in cathode and anode materials near Tangier, Hailiang is building a copper foil plant at Tanger Tech City, and CNGR is working with Morocco's Al Mada group on battery materials at Jorf Lasfar. Chinese citizens can visit Morocco without a visa.

  • Battery cells and materials. Gotion, BTR, Hailiang, Shinzoom and CNGR are building most of a battery supply chain, close to Europe's car plants.
  • Car parts. Suppliers such as Jiangsu Yunyi Electric, which announced $66 million at Tanger Tech City, serve Renault, Stellantis and exporters.
  • Solar and wind equipment. Large solar, wind and green hydrogen projects need panels, turbines, inverters and electrolysers.
  • Tourism. Visa-free entry since 2016 has made Morocco a growing destination for Chinese travellers.
  • Exports to Europe and Africa. Goods made in Morocco with enough local content enter the EU duty-free, and Morocco is a base for West African markets.

What Chinese investors ask us most is practical: how the rules of origin in the EU and US agreements apply to their products, how long land and permits take inside and outside the zones, which Moroccan partners and suppliers can be trusted, and how to recruit and train technicians. These are the questions our research team answers.

The next question

Is there room for your product, at your price, and who should you partner with?

We size the market, test prices with real buyers through our survey panel, and vet local partners before you sign anything.

Questions investors ask about Morocco

Can a foreigner own 100% of a company in Morocco?

Yes, in most sectors. Foreign investors can own all of a limited liability company (SARL) or public limited company (SA), registered through a Regional Investment Centre. A few activities, such as farmland ownership and some regulated sectors, have their own rules, so check before you register.

Is Morocco a good place to invest in 2026?

Foreign direct investment rose 91% in 2025 to about $3.3 billion, inflation was 0.5% in September 2026, and the central bank rate is 2.25%. A new government took office in October 2026. The main risks are unemployment of 10.5%, drought, a 35% tax rate on very large profits, and legal disputes over investment in Western Sahara.

Why did foreign investment in Morocco rise in 2025?

UNCTAD links the 91% rise to manufacturing, especially cars and electric vehicle batteries. It listed a Stellantis project of about $1.5 billion among Africa's ten largest new projects announced in 2025, and Chinese battery makers are building plants in Kenitra, Tangier and Jorf Lasfar.

What grants does Morocco's Investment Charter offer?

The main scheme pays cash grants for jobs created, hiring women, saving water, using renewable energy, buying locally and investing in priority sectors, with an extra bonus for less developed provinces. Combined support can reach 30% of eligible investment. Projects of MAD 2 billion or more can negotiate specific support.

What are the industrial acceleration zones in Morocco?

They are export zones where companies pay no corporate tax for their first five years and 20% after that, are exempt from business tax for 15 years, and import inputs duty-free. The best known are in Tangier, Kenitra, Casablanca's Midparc and Oujda.

What is the corporate tax rate in Morocco?

From 2026 the rate is 20% on profits under MAD 100 million and 35% on profits of MAD 100 million or more. Banks and insurers pay 40%. Companies in industrial acceleration zones and qualifying Casablanca Finance City firms pay 20%. VAT is 20%.

Can foreign companies take profits out of Morocco?

Yes. Investments brought in through a Moroccan bank in foreign currency are covered by the convertibility regime, so dividends, profits and capital can be sent home freely. The dirham is pegged to a basket of the euro and the dollar and moves within a narrow band.

Is Morocco a good base for supplying European carmakers?

It is Africa's largest car producer, with Renault and Stellantis plants and a growing battery supply chain, and it made a million vehicles in 2025. Goods with enough local content enter the EU duty-free under the association agreement, and Tangier is an hour by ferry from Spain.

Do Chinese companies invest in Morocco?

Yes, mostly in electric vehicle batteries and car parts. Gotion High-Tech is building a gigafactory at Kenitra, and BTR, Hailiang, Shinzoom, CNGR and Jiangsu Yunyi Electric are building plants in Tangier and Jorf Lasfar.

Which sectors are best to invest in Morocco?

The strongest cases in the data are cars, parts and batteries, aerospace, renewables and green hydrogen, tourism ahead of the 2030 World Cup, outsourced services and software, and phosphates, fertilisers and food.
